NORWALK — A 29-year-old woman was booked into the Huron County Jail on Friday, charged with multiple crimes related to sexual exploitation of children.
Cheyenne Renee Kramer, 29, was arrested by Norwalk police. Stay Tuned Sandusky made a public records request for the arrest report first thing Monday after learning about hr arrest.

Charges
Booking records show Kramer faces 12 counts, which include:
Pandering obscenity involving a minor or impaired person
Disseminating matter harmful to juveniles
Child endangering
Not that unusual
While official criminal justice records consistently show that
Women account for only about 1.5% to 3% of arrests and convictions for child sexual abuse, according to crime stat records, although self-report and child welfare data suggest the true rate is significantly higher. Studies analyzing Child Protective Services (CPS) records reveal that up to 20% of substantiated child sexual abuse cases involve a female perpetrator, often acting in a caretaking or co-offending capacity.
Researchers attribute this massive gap between official arrests and actual occurrence to a combination of reporting barriers—such as societal denial, maternal framing, and the dismissal of female boundary violations—and differing patterns of offense that rely less on physical force and more on access within domestic roles.

Presumption of Innocence: All charges listed in initial booking reports are formal allegations. Under United States law, the defendant is presumed innocent unless proven guilty in a court of law.
