SANDUSKY — City officials said they will talk with human resources department employees about concerns raised by former recreation youth program supervisor Tondra Frisby about systemic biases against Black city employees.

But they didn't make any promises or offer any assurances that the concerns Frisby raised are going to be addressed. In an exit interview after she accepted a position as youth engagement director with the county health department, Frisby said she experienced numerous incidents of discrimination as an 8-year city employee.

“There is a racial tone in this organization that needs to be addressed,” she told HR staff.

In one incident a colleague used the “N-word,” during a workplace discussion, and the city’s response to it was underwhelming. Her supervisor, and others on staff, seemed more concerned about the other employee’s feelings after getting called out than they were concerned how inappropriate the use of that word in the workplace is.
