State's loophole law stops criminal complaints from getting investigated

Sheriffs, police chiefs not required to look at all allegations

NORWALK — State law enables police chiefs and sheriffs in Ohio to look the other way whenever they want if they’re aiming to protect someone who is the subject of a criminal complaint.
